NAYPYIDAW (Resistance-held area) — A newly formed coalition of Myanmar’s primary resistance forces, known as the Steering Council for the Emergence of a Federal Democratic Union (SCEF), has been officially launched with the aim of accelerating the country’s 5-year-long revolution and preparing for a transition to civilian rule.
Speaking at a press conference on Saturday, SCEF Secretariat member U Aung San Myint stated that while the resistance has achieved significant military and political milestones since the 2021 coup, a unified political body was essential to reach a final victory and establish a genuine federal system.”During these five years, although we have had successes, we have not yet achieved ultimate victory,” U Aung San Myint said. “The SCEF was formed to increase the momentum of our revolution, finalise our interim constitutional arrangements, and successfully establish a transitional government that will pave the way for a future Federal Democratic Union.”
The council serves as a high-level political steering body, designed to provide institutional leadership during the transition from active conflict to the implementation of a new federal constitution.
The SCEF is initially composed of six key revolutionary stakeholders: the Kachin Independence Organisation (KIO), the Karen National Union (KNU), the Chin National Front (CNF), the Karenni leadership, the Committee Representing Pyidaungsu Hluttaw (CRPH), and the National Unity Government (NUG).
U Aung San Myint highlighted that the council’s structure is built on three core pillars:
- Ethnic Federal Units: Representation from ethnic revolutionary organisations.
- Public Representation: Elected members representing the will of the people.
- Women’s Representation: Ensuring a significant voice for women in future governance.
The council’s primary mission is to dismantle any form of dictatorship, including the current military regime, and to build a union that guarantees national equality and self-determination for all diverse ethnic groups. It aims to ensure that the transition remains orderly and grounded in democratic principles.
The formal establishment of the SCEF on March 30, 2026, marks one of the most cohesive political alliances seen in Myanmar’s modern history. By bringing together established ethnic armies and the NLD-led NUG under a single strategic umbrella, the resistance hopes to present a unified front not only to the junta in Naypyidaw but also to the international community.
As the military junta struggles with internal desertions and territory losses, the SCEF is positioning itself as the legitimate authority ready to govern. For the people of Myanmar, this council represents a significant step towards the long-held dream of a federal union where ethnic identity is protected and democracy is restored.
