MAE SOT, Thailand — The Steering Committee for the Emergence of a Federal Democratic Union (SCEF) held a high-level virtual summit with top leadership from the United Liberation Council of Arakan/Arakan Army (ULA/AA), including Commander-in-Chief General Twan Mrat Naing, according to an official statement released on Sunday evening.
The online session, convened on 23 July 2026, focused primarily on coordinating emergency humanitarian aid and post-disaster rehabilitation for flood-affected populations in Arakan State, alongside broader political alignment under evolving geopolitical conditions.
During the dialogue, SCEF representatives briefed AA leadership on the coalition’s foundational objectives, policy frameworks, and upcoming strategic roadmaps.
The summit commenced with opening remarks delivered by Khoo Oo Reh, Rotating Chairman of SCEF, alongside General Twan Mrat Naing. The hour-long session concluded with a closing address by Mann Win Khaing Than, Prime Minister of the National Unity Government (NUG).
The engagement with the Arakan Army forms part of a broader diplomatic offensive by SCEF to unify major ethnic armed organizations and civilian revolutionary structures.
Since 20 July, SCEF leadership—including NUG Acting President Duwa Lashi La and Committee Representing Pyidaungsu Hluttaw (CRPH) Chairman U Aung Kyi Nyunt—has conducted consecutive bilateral talks with key resistance blocs.
These engagements include sessions with Ko Saung Kha of the Spring Revolution Alliance (SRA), Mon political leadership led by Nai Zeya of the New Mon State Party-Anti Dictatorship (NMSP-AD), and Pa-O national bodies led by Khun Myint Tun and General Khun Thurein (PNLO/PNLA, PNFC).
The rapid succession of consultative dialogues highlights ongoing efforts among anti-junta forces to shape a unified federal governance roadmap and strengthen operational coordination across ethnic borderlands and Central Myanmar.
