YANGON, Myanmar — In a major breakthrough for Myanmar’s anti-junta movement, the National Unity Government (NUG) and the country’s most powerful ethnic revolutionary organizations have announced the formation of a unified leadership body to coordinate their struggle for a federal democracy.
The Steering Council for the Emergence of a Federal Democratic Union (SCEF) was officially inaugurated on March 30, 2026, marking what leaders describe as a “historic milestone” in the five-year revolution against military rule.
NUG Acting President Duwa Lashi La, speaking at the virtual launch ceremony, characterized the council as a shift toward genuine collective leadership. “Today, we report a significant momentum of unity to all citizens,” he said. “This council is built on a shared commitment to a political and military alliance that is both responsible and accountable.”
The SCEF brings together a formidable coalition of stakeholders, including:
- National Unity Government (NUG) and CRPH
- Karen National Union (KNU).
- Kachin Independence Organisation (KIO).
- Karenni National Progressive Party (KNPP).
- Chin National Front (CNF).
The primary objective of the council is twofold: to consolidate military command structures across diverse resistance groups and to provide a cohesive political vision for a future federal state.
Duwa Lashi La emphasized that the SCEF is dedicated to the total eradication of the military dictatorship and the permanent removal of the 2008 military-drafted constitution. “We are working to place all armed forces under civilian administrative leadership, ensuring the essence of democracy is realized through a new federal democratic constitution,” he added.
The formation of the council follows months of intensive negotiations behind the scenes to bridge political differences among various ethnic and pro-democracy factions.
U Khin Maung Soe, a veteran political analyst and former RFA editor, remarked on social media that the agreement proves the resolve of the leaders to end authoritarianism. “The road ahead will remain rough, but if leaders and followers truly hold hands, we will inevitably see the emergence of a federal democratic union in the near future,” he wrote.
The ceremony was attended by the highest-ranking figures of the revolution, including General Gam Shawng (KIO Vice-President), Padoh Saw Kwe Htoo Win (KNU Chairman), Pu Zing Cung (CNF Chairman), and Khun Oo Reh (KNPP Chairman).
The launch of the SCEF comes at a critical juncture as the sham government’s military faces sustained losses on multiple fronts. By establishing a formalized steering body, the resistance forces are signaling to both the domestic population and the international community that they are ready to transition from a decentralized rebellion into a coordinated national authority.
The international community, particularly ASEAN and the United Nations, will likely view the emergence of the SCEF as a key indicator of the resistance’s ability to govern and maintain stability in a post-junta Myanmar.
